Championing Coastal Coordination (3Cs)
The Championing Coastal Coordination (3Cs) initiative - led by the Environment Agency, with support from Natural England, the Marine Management Organisation (MMO) and the Association of Inshore Fisheries and Conservation Authorities (IFCAs) - is a collaborative programme designed to improve coastal sustainability and resilience.
3Cs
Coastal, estuary and marine environments are highly interconnected, with diverse ownership and governance arrangements, making planning and management complex. The 3Cs initiative seeks to address these challenges by connecting decision-makers, supporting local action, and strengthening the capacity of communities and organisations working around the coast.
3Cs funding supports projects across three key themes:
- Coordinated Planning and Local Delivery
- Coastal Champions
- Restoration and Recovery of Natural Habitats
National Framework for Coastal Coordination (NFCC)
In addition to supporting local project delivery, the overarching ambition of 3Cs is to strengthen a national framework for the coast, enabling local improvements through collaboration between public, private and civil society organisations. To achieve this, the 3Cs has provided funding support to the Coastal Partnerships Network (CPN) to develop and deliver a National Framework for Coastal Coordination (NFCC).
Recognising the value and impact of Coastal, Estuary and Marine Partnerships (CEMPs), the NFCC will support CEMPs in delivering more consistent and coherent implementation of national policies at regional and local scales, ensuring national priorities are effectively translated into local action. It will also strengthen national leadership, coordination and monitoring, helping to drive policy development and best practice across England.

Coastal Coordination Hub
In collaboration with the Environment Agency and CEMPs, the CPN has created a Coastal Coordination Hub (CCH) that meets one of the high-level objectives of the NFCC.
The CCH provides a central, collaborative, online space for coastal practitioners. It offers registered users a range of benefits to support knowledge sharing, partnership building and professional development, including:
- Consolidated resources
- Training, capacity building and learning support
- Partnership and collaboration opportunities
- Showcasing best practice
- Learning from case studies
